The regulatory framework defines the standards, due diligence requirements, and compliance obligations applicable to all internet gaming operations licensed under the laws of the Autonomous Island of Anjouan.
◆ The framework establishes the regulatory conditions under which Internet Gaming Licences are issued, maintained, and enforced. It sets out the Authority’s expectations for operator conduct, compliance standards, and supervisory processes.
Licensing Due Diligence
The due diligence process applied to all licence applications, including identity verification, corporate structure review, source of funds assessment, and fitness and propriety checks on key persons.
Regulatory Standards
The operational, technical, and compliance standards that licensed operators are required to meet throughout the licence term. Covers areas including anti-money laundering, responsible gaming, data protection, and fair gaming practices.
Ongoing Supervision
The Authority’s supervisory approach to monitoring licensed operations, including compliance reporting requirements, periodic reviews, and the escalation framework for identified deficiencies.

Regulatory Enforcement Policy
The policy governing the Authority’s enforcement powers, including the circumstances under which enforcement action may be taken and the procedures followed in enforcement proceedings.
Third-Party Complaint Policy
The framework for receiving and assessing complaints from third parties regarding the conduct of licensed operators. Defines the scope of the Authority’s involvement and the limitations of its role in dispute resolution.
Certificate Verification Framework
The standards and procedures for verifying the authenticity of licence certificates issued by the Authority. Covers the verification process available to third parties seeking to confirm an operator’s licensing status.
Interactive Licence Seal Policy
The requirements governing the display and use of the Authority’s interactive licence seal on licensed operator websites. Defines permitted usage, technical implementation standards, and compliance obligations.
Code of Conduct for Licensed Operators
The expected standards of conduct for all licensed operators, covering fair dealing, transparency, responsible gaming, advertising standards, and obligations to consumers and the Authority.
