Licence Conditions
All Internet Gaming Licences are issued subject to defined conditions. Licensed operators must comply with these conditions throughout the term of their licence.
◆ Licence conditions establish the operational, reporting, and compliance requirements applicable to each licensed entity. Conditions may be standard (applying to all licences) or specific (tailored to the particular licence holder or licence type).
Standard Conditions
Standard conditions apply to all Internet Gaming Licences and define the baseline requirements for licensed operations. These include obligations relating to operational domains, compliance reporting, regulatory cooperation, and accurate representation of licensing status.
- Use only approved operational domains in connection with licensed activities
- Maintain accurate representation of licence status on all platforms
- Comply with all applicable laws and regulatory requirements
- Provide information to the Authority upon request
- Obtain Key Person Authorisation for individuals in designated roles
- Notify the Authority of material changes to the licensed operation
Beneficial Ownership Transparency
Licensees must disclose the use of nominees, trusts, or foundations in their shareholding structure, including arrangements that have the effect of remaining below the 10% ownership notification threshold. The Authority may request source of wealth verification for any beneficial owner regardless of percentage held, including beneficial owners holding status via citizenship-by-investment programmes. Beneficial ownership records must be maintained on an ongoing basis and made available to the Authority upon request.
Dispute Resolution
Licensees must designate an Authority-approved Alternative Dispute Resolution (ADR) provider and list that provider’s name and contact details in their player-facing Terms & Conditions.

B2B Commercial Substance
Licensees operating under a B2B licence must be able to demonstrate clear commercial and economic rationale for software, marketing, consultancy, and technology provider contracts, and must disclose significant cross-border B2B financial flows unrelated to regulated gambling activity, including any B2B settlements conducted in virtual assets.
Specific Conditions
The Authority may attach specific conditions to individual licences based on the nature of the licensed operations, the applicant’s risk profile, or other factors identified during the application or supervision process. Specific conditions are communicated to the licence holder at the time of issuance or when imposed.
Domain Management
Licensed operators may request changes to approved operational domains, including additions or removals. All domain changes are subject to regulatory review and approval by the Authority. Operators must not conduct licensed activities on unapproved domains.
Important
Failure to comply with licence conditions may result in regulatory action, including the imposition of additional conditions, licence suspension, or licence revocation.
These beneficial ownership, dispute resolution, and B2B commercial substance requirements apply immediately to new licence applications. Existing licensees will be brought into compliance no later than their next renewal.
The Authority monitors compliance with licence conditions through its ongoing supervision framework.
